Born in Xi'an, Shaanxi Province in 1958.
In 1983, he graduated from the Department of Navigation of Dalian Maritime University with a bachelor's degree in engineering and a certificate of competency for the second officer of ocean-going ships. Later, he studied maritime law and private international law at Dalian Maritime University and Wuhan University, respectively, and obtained a master's degree in law and a doctorate degree in law, respectively.
After graduating from university, he was assigned to work in Dalian Port Authority. After graduating with a master's degree in 1988, he stayed on to teach. In 1993, he began to work as a full-time lawyer in Shenzhen, and initiated the establishment of the firm in 1995, and is the founding partner of the firm. In 2002, he obtained the qualification of first-level lawyer. As a lawyer or arbitrator, he has handled hundreds of international maritime and commercial cases either by way of litigation or arbitration. In 2008, he was recognized as a "Leading Lawyer" in Shipping & Maritime by Law Asia & Practice. Since 2013, he has been consistently recognized as a "Leading Lawyer" or "Eminent Practitioner" in shipping by Chambers & Partners. In December 2018, he was awarded the title of "Outstanding Specialist Lawyer of Shenzhen Lawyers to Commemorate the 40th Anniversary of Reform and Opening-up and the 30th Anniversary of the Establishment of Shenzhen Lawyers Association" issued by Shenzhen Lawyers Association. In November 2024, he won the "Outstanding Contribution Award" issued by the China Maritime Law Association since its establishment in 1988.
In 2006, he was appointed as the dean of the Law School of Dalian Maritime University, and completed the appointment in 2008, but he continued to serve as an adjunct professor of the university. In 2009, he was appointed as a visiting professor at Shanghai Maritime University. He is currently a Vice President of the China Maritime Law Association and a Titulary Member of the CMI. In addition, he is a supporting member of the London Maritime Arbitrators Association, an arbitrator of the Hong Kong International Arbitration Centre, the China Maritime Arbitration Commission and the China Economic and Trade Arbitration Commission, a registered legal expert of the International Maritime Organization (IMO), and an expert of the Expert Service of the International Chamber of Commerce China National Committee (ICCCEX). He is a former Chair of the Maritime and Transport Law Committee of the International Bar Association (IBA). As a member of the Chinese government delegation, he participated in the discussion and formulation of several international maritime conventions. He is known as the father of the "Beijing Convention on the Judicial Sale of Ships" by his international peers.

Wang Xinghui was born in 1951, Jiangxi Province.
In 1986, he obtained his lawyer's
license in Shanxi Province and started his career with Shanxi Economic Law Firm.
He began practicing law in Shenzhen in 1991. As a lawyer, he has handled a
number of difficult and complicated cases with great impact, such as the
administrative litigation cases involving Shenzhen Xiancheng Building and Shenzhen
QVOD. He also handled the Shenzhen Baishi financial futures case. He has plentiful
